Norway to Co-Finance Ukrainian Missile Development for NASAMS Air Defense

In a significant move to bolster Ukraine’s air defense capabilities and foster its domestic defense industry, Norway has announced a collaborative initiative with Ukraine and Kongsberg Gruppen to co-finance and jointly develop missiles for the NASAMS air defense system. This partnership marks a crucial step towards enhancing Ukraine’s self-sufficiency in critical defense supplies.

Ukrainian Minister of Defense Rustem Umierov confirmed the collaboration, highlighting its dual focus on strengthening the nation’s air defense network and promoting joint ventures within the defense sector. A new office for Kongsberg Defence & Aerospace is set to open in Ukraine, designed to facilitate closer cooperation with local Ukrainian enterprises engaged in developing domestically produced missile systems compatible with NASAMS.

The joint development aims to create new solutions based on the highly effective NASAMS system, which has proven vital in protecting Ukrainian civilians and critical infrastructure from persistent Russian missile attacks. This initiative builds upon an earlier confirmation in February 2025 regarding the integration of Ukrainian missiles into the Norwegian-designed system, with plans for serial production already in motion.

Currently, the missiles for the NASAMS system are predominantly manufactured in the United States. The introduction of Ukrainian-produced missiles, even if their initial performance might not fully match their American counterparts, offers a strategic advantage by ensuring greater independence in supply. This diversification is crucial for Ukraine’s long-term defense strategy, reducing reliance on external sources for essential munitions.

The partnership underscores a deeper level of commitment and cooperation between Norway and Ukraine, moving beyond direct military aid to joint industrial development. This strategic alliance not only enhances Ukraine’s immediate air defense posture but also contributes to the sustainable growth of its defense industry, a vital element for its long-term security and resilience.
