In a bold move to enhance India’s defense manufacturing capabilities, Reliance Defence, a subsidiary of Reliance Infrastructure, has announced a strategic cooperation pact with Germany’s Diehl Defence. This formidable partnership, estimated to generate ₹10,000 crore (approximately USD 1.2 billion) in revenue, focuses on the local production of the advanced Vulcano 155mm precision-guided munition system within India.

This collaboration marks a pivotal moment for India’s “Make in India” and “Atmanirbhar Bharat” (self-reliant India) initiatives, aiming to drastically reduce the nation’s reliance on imported defense equipment and establish a robust domestic manufacturing base for critical military supplies.

The Power of Precision: What is Vulcano Ammunition?

The Vulcano 155mm is no ordinary artillery shell. It is a cutting-edge Terminally Guided Munition (TGM) designed for high-accuracy, long-range strikes. Leveraging sophisticated laser and GPS-guided targeting technology, Vulcano munitions can deliver pinpoint accuracy, crucial for minimizing collateral damage and maximizing impact in modern combat scenarios.

Reports suggest these advanced shells are equipped with built-in Electronic Counter-CounterMeasures (ECCM) capabilities, making them less susceptible to enemy electronic jamming, and can home in on targets within 10 seconds of reaching the anticipated impact zone. This level of precision significantly enhances the lethality and effectiveness of artillery systems.

A Strategic Alliance for Domestic Production

Under the terms of the agreement, Reliance Defence will take on the crucial role of the prime contractor, leading the execution of this high-impact program. Diehl Defence, a globally recognized leader in guided munition technology, will provide the core technology and system-level expertise necessary for local production.

The manufacturing will take place at a brand-new, high-tech, greenfield facility in the Watad Industrial Area, Ratnagiri, Maharashtra, which is part of the expansive Dhirubhai Ambani Defence City (DADC). This dedicated plant will contribute significantly to meeting the operational needs of the Indian Armed Forces while also positioning India as a potential exporter of advanced ammunition systems.

A key highlight of this indigenous manufacturing initiative is the commitment to achieving over 50% indigenous value addition. This aligns directly with the Indian government’s aggressive defense indigenization goals and its broader ambition of reaching ₹50,000 crore in defense exports by 2029. Reliance Defence itself aims to be among India’s top three private defense exporters, further cementing its role as a key player in the nation’s defense modernization roadmap.

Broader Implications for India’s Defense Landscape

This partnership represents Reliance Group’s fourth major international defense collaboration, building upon existing ties with companies like Dassault Aviation, Thales Group of France, and Rheinmetall. Such collaborations are vital for technology transfer, skill development, and integrating Indian industry into the global defense supply chain.

The local production of Vulcano ammunition will undoubtedly enhance the Indian Army’s artillery capabilities, providing its forces with a significant advantage in precision and range. It underscores India’s strategic push towards self-reliance, transforming from a major defense importer to a significant global defense manufacturer.

While the broader implications of such defense partnerships within a complex geopolitical landscape, including the fact that Diehl Defence also markets products to other regional players, will continue to be discussed, the immediate impact of this deal is a powerful boost to India’s domestic defense industrial base and its quest for technological sovereignty.
