
Romania has taken a significant step in bolstering its national defense capabilities, with Israel’s Rafael Advanced Defense Systems emerging as the successful bidder for its V/SHORAD (Very Short and Short Range Air Defense) acquisition program. Following a comprehensive competitive evaluation by Romania’s Ministry of National Defence, the decision has cleared the path for a framework agreement valued at approximately €1.9 billion ($2.2 billion), excluding VAT.
This strategic procurement is a cornerstone of Romania’s broader efforts to modernize its air defense infrastructure, specifically targeting improved responses to low- and medium-altitude aerial threats. The V/SHORAD program, initially approved by the Romanian Parliament in 2020 with acquisition procedures commencing in 2023, is designed to complement other ongoing air defense procurements, creating a more robust and integrated national shield.
While the specific technical specifications of the selected system remain undisclosed, Rafael’s highly regarded Spyder air defense system, already adopted by several NATO partners, is widely considered the likely candidate. This system is known for its ability to provide enhanced coverage against a diverse range of aerial threats, including sophisticated cruise missiles, unmanned aerial vehicles (drones), and various types of aircraft.
Romania intends to leverage European Union-level financing mechanisms, such as the “Act in Support of Ammunition Production” (ASAP) and the “European Defence Industry Reinforcement through Common Procurement Act” (EDIRPA), to help offset the substantial costs of this acquisition. The impending framework agreement will facilitate phased deliveries and ensure long-term support for the system, crucial for maintaining operational readiness and aligning with stringent NATO interoperability requirements.
The imminent formal signing of the agreement will solidify this critical partnership between Romania and Rafael, marking a pivotal moment in strengthening Romania’s defensive posture on NATO’s Eastern Flank.
